Mr T SMITH (Kew) (09:36:14): Can I have a brief explanation of the bill?

Ms KAIROUZ: Sure. The bill seeks to address the serious governance failures highlighted in the report of the commission of inquiry into the South Gippsland Shire Council released in June 2019. The report raises clear evidence of deep-seated, pervasive and continuing governance failures at the council. The opposition and all members of the crossbench have been advised and briefed.

Ms KAIROUZ: I move: That this bill be read a second time immediately under standing order 61(2). I can advise the house that the other parties and Independent members have been provided with a copy of the bill and a briefing in accordance with the standing order.
